"Public debt is crowding out private investment." As the need for public debt rises, so will the payout/cost of that debt. As the cost goes up, dollars that would have gone into the private economy will go to pay for the public debt as the government is paying more for their cash and this will hurt private economic expansion as they have less available cash.
